Town Planning Practice in Hong Kong
Hong Kong development control relies mainly on three pieces of legislation: planning law, building law and land lease. For the benefit of the surveying student, to acquire town planning practice for the daily work situation (e.g. preparing a supporting planning statement for development application) is essential. Over these tailor-made workshops for UCEM; Dr Owen Yue , will cover the essential town planning practice material required for the practicing surveyor in Hong Kong.

Dr Owen Yue PhD, MMgt, MTCP, MSc, FHKIP, FHKLA, CMILT, MHKIE
Ir. Dr. Yue has more than 30 years diverse work experience in planning and property development in Hong Kong and Australia. He is the Chairman of Examination Board of the Hong Kong Institute of Planners (HKIP) and member of the Planners Registration Board for Registered Profession Planner (RPP). He got his PhD and 3 master’s degrees in management, town planning and transport from Australia, China and UK. His professional membership includes Fellow of Hong Kong Institute of Planners (FHKIP), Fellow of Hong Kong Logistics Association (FHKLA), corporate member of Chartered Institute of Logistics and Transport (CMILT) and Hong Kong Institution of Engineers (Logistics Division) (MHKIE). Ir. Dr. Yue is also the programmer leader for the Qualifying Examination Part II training course (Planning Law and Planning Practice), a post-graduate short course for those seeking to membership of Hong Kong Institute of Planners (i.e. MHKIP).
Approach
The 9 hours of training will be spread out over two days on 5th and 6th November. These workshops will be held in person and delivered in Cantonese with slides in English.
There will be a short pre-workshop briefing session on Wednesday 2nd November .

Content
1) Overview of town planning system dealing with development
– Different kinds of statutory avenue for proposed land use (s12A, s16)
– Planning applications process by Town Planning Board (Form, lapsed)
– Plan-making and developer (development parameters)
2) Justifications for proposed temporary and permanent land use
– Urban and rural situation (3 or 5 years for temporary use)
– Column 2 use (approved with/without conditions)
– Minor relaxation (plot ratio and building height)
– Handling of ‘FI’ (further information)
3).Appreciation of technical assessments to support planning applications
-Traffic Impact Assessment (TIA)
-Drainage and Sewerage Impact Assessment (DSIA)
-Landscape and Visual Impact Assessment (LVIA)
-Environmental Assessment (EA e.g. NIA, AQIA)
4) Case analysis
-Supporting case will be included in the above topics
-Problem solving case studies

All sessions for these CPD workshops will be held at : UCEM Hong Kong Office at Unit 1602, Tower 2 of Admiralty Centre, No. 18 Harcourt Road, Admiralty, Hong Kong. This CPD session is particularly suitable for surveyors, real estate professionals and students who want to enrich their knowledge in this area. The seminar is particularly suitable for those who are studying for, or going to sit, the Assessment of Professional Competence (APC) held by the Royal Institution of Chartered Surveyors (RICS). These sessions will also be useful for Probationer Members in the General Practice Division or the Planning and Development Division of the Hong Kong Institute of Surveyors (HKIS) who wish to enhance their knowledge / skills for their APC

Cancellation policy
UCEM Online Academy recognises that a change in circumstances can sometimes be unavoidable and that delegates who register for a scheduled event may need to withdraw or change their original registration.
If you are unable to attend this scheduled CPD course you are booked on, you may request to substitute another person to attend in your place provided you notify us in writing at academy@ucem.ac.uk at least five working days before the event.
Refunds are calculated as follows upon receipt of the written request to academy@ucem.ac.uk
· More than 28 days before the course start date: UCEM Online Academy will retain 20% of the fees due.
· 28-14 days before the course start date: UCEM Online Academy will retain 50% of the fees due.
· Less than 14 days before the start date: UCEM Online Academy will retain 100% of the fees due.
In the unlikely event of UCEM Online Academy withdrawing a course, all course fees paid will be refunded, however UCEM Online Academy will not be liable for any other costs or losses incurred.
