Overview
This CPD seminar focuses on the role of the Building Authority in Hong Kong and the control of buildings. It is part of a series that use Hong Kong case studies to provide relevance to and support development of core technical competencies. The seminar has been designed to provide a deeper understanding of essential topics participants need to acquire the skills & competences expected of a practising building surveyor or FM manager.
About this Seminar
The presentation will cover the following key areas:
- The role of the Building Authority (BA) in the control of new building works (i.e., Approval of Plans, Granting of Consent for Commencement of Works, Site Monitoring and Issuance of Occupation Permit)
- Planning appeal against the BA’s decision on the disapproval of plans.
- What is new building and alterations & additions (A&A)?
- What is Occupation Permit (OP) or Temporary Occupation Permit (TOP)?
- Processing of an application for OP/TOP;
- Internal circulation among Government Departments;
- Items checked by BD in processing of OP or TOP (documents and inspection); and
- Liabilities (i.e., AP, RSE, RGBC etc.) under the Buildings Ordinance;

This CPD session is particularly suitable for maintenance surveyors, project managers, building surveyors, FM Managers, property managers and students who want to enrich their knowledge regarding the building maintenance profession within the sustainable built environment.
This seminar is particularly suitable for those who want to upskill their knowledge in the profession and be prepared for the Assessment of Professional Competence (APC) held by the Royal Institution of Chartered Surveyors (RICS). Participants will also find the topic useful for Probationer Members in the BS or PFM Divisions of the Hong Kong Institute of Surveyors (HKIS) who wish to prepare for their APC.
Speaker Details
Sr Anderson CB Chan MRICS, MHKIS (BS,PFM & PD), LLB(Hons), MA, Barrister(UK & HK)
Anderson Chan is a Chartered Surveyor; Chartered Builder, Town Planner, environmental practitioner and barrister with more than 30 years’ experience in the building control profession. Before his retirement from the Civil Service, he was the Head of Civil Litigation Unit1 of Legal Services Section of Buildings Department. Since 1992, he has been working in the capacity as part-time lecturer on various law subjects e.g. Building Law, Australian Business Law, Legal Studies, Law for the Built Environment, Contract Law. He is the Chairman of the Planning Institute of Australia (Hong Kong Chapter), a member of the Fire Safety Panel and Expert Witness (Water Seepage Investigation) of Hong Kong Institute of Surveyors (HKIS). He has also served as the Vice-Chairman of Dispute Resolution Committee and member of the Joint Dispute Resolution Committee for the HKIS and the Hong Kong Institute of Architects for more than 10 years.

Cancellation policy
UCEM Online Academy recognises that a change in circumstances can sometimes be unavoidable and that delegates who register for a scheduled event may need to withdraw or change their original registration.
If you are unable to attend this scheduled CPD course you are booked on, you may request to substitute another person to attend in your place provided you notify us in writing at academy@ucem.ac.uk at least five working days before the event.
Refunds are calculated as follows upon receipt of the written request to academy@ucem.ac.uk
· More than 28 days before the course start date: UCEM Online Academy will retain 20% of the fees due.
· 28-14 days before the course start date: UCEM Online Academy will retain 50% of the fees due.
· Less than 14 days before the start date: UCEM Online Academy will retain 100% of the fees due.
In the unlikely event of UCEM Online Academy withdrawing a course, all course fees paid will be refunded, however UCEM Online Academy will not be liable for any other costs or losses incurred.
